Provide Third-Party Oversight services for Municipally-operated Emergency Cold Weather Shelter Congregate and Non-Congregate locations. The Municipality of Anchorage (MOA) Anchorage Health Department (AHD) operates, through contracted services, congregate and non-congregate emergency cold weather shelter services for homeless individuals. To ensure quality, integrated services resulting in a high level of sensitive care for this vulnerable population and to continuously improve the Municipality’s homeless response programming, they contract with an entity to provide third-party oversight services for the length of the emergency cold weather shelter contracts. This entity will do an initial point-in-time review of the various operations conducted by the emergency cold weather shelter operators, provide information on shelter best practices to contractors and the Municipality, act as a conduit for shelter client concerns and complaints, and provide a end-of-services evaluation.
