Specifications include, but are not limited to: This will include reviewing the bond program reporting annually and performing procedures, including but not limited to: • Report project budget, forecast, commitments, and expenditures based on source records such as Contract Documents, general ledger and commitment reporting, and or project management estimates. This report will include each project site, Information Technology spend, and personnel cost associated with the Program; • Reconcile design, engineering, and construction contracts over $500,000 to Program reporting; • Document and report any project or County allocations or assumptions; and • Review the internal Multnomah county Library Bond Capital Project “project budget; change process (referred to as the D3 process) for alignment with industry best practices. Phase 1: Initiate Project, Perform Project Management, and Provide Quality Assurance • Develop a detailed project plan and timeline, including milestones, deliverables, and responsibilities; • Establish a project management team consisting of representatives from the County, the auditor, and other key stakeholders; • Implement quality assurance procedures to ensure the accuracy, completeness, and reliability of the audit findings; • Monitor project progress and deliverables on a regular basis, and promptly address any issues or deviations from the project plan; and • Prepare and submit monthly progress reports to the County, summarizing project activities, accomplishments, and any challenges encountered. Description Phase 2: Document and Data Review, Conducting Interviews and Surveys, and Presentation of Preliminary Report • Review all relevant documents and data related to the construction bond project, including contracts, invoices, financial statements, project plans, and inspection reports; • Conduct interviews with key project stakeholders, including County officials, project managers, contractors, and subcontractors, to gather information about the project's implementation; • Conduct surveys of project beneficiaries, such as residents and businesses in the project area, to assess the impact of the project and gather feedback on its effectiveness; • Prepare a preliminary report of findings, summarizing the results of the document and data review, interviews, and surveys; and • Present the preliminary report to the County for review and discussion. Phase 3: Submitting of a Draft Report and the Presentation of the Final Report • Prepare a draft audit report based on the findings of the preliminary report and any additional information gathered during the audit process; • Submit the draft report to the County for review and feedback • Revise the draft report based on the County's comments and suggestions; • Prepare a final audit report that provides a comprehensive assessment of the construction bond project, including an evaluation of the project's compliance with applicable laws and regulations, the effectiveness of the project management team, and the overall impact of the project on the County and its residents; and • Present the final report to the County, including a discussion of the audit findings, recommendations for improvement, and any necessary follow-up actions.
