Specifications include, but are not limited to: The services the contractor shall be capable of providing include, but are not limited to, the following: • Represent and defend the HACC in legal matters, including but not limited to, litigating general and commercial matters from inception to close in State and municipal courts, Landlord-Tenant cases, Public Housing and Housing Choice Voucher Program grievances and hearings, settlements, and arbitrations. • Complete legal research and render appropriate written legal advice via legal memoranda. • Handle matters related to business administration, program administration, and resident and tenant matters requiring legal input. • Assist with risk management tasks to identify and manage liability risks, including assisting with legal questions related to insurance policies and claims. • Advise the Executive Director and other management staff related to various legal questions associated with the daily operations of HACC. • Notify the Authority in writing when Warrant of Removal is served to the resident • Notify the Authority in writing of court date, time, docket number, name of constable assigned to each case. • Prepare (to include language translation) and send all Notices to Cease and Quit. • Handle all tenant-related matters concerning evictions for any reason. In addition, the attorney/firm shall: i. Handle Federal “One-Strike” cases ii. Handle other cases (i.e., nonpayment of rent, property destruction, fraud, other lease violations) • Provide legal advice and take appropriate steps to ensure that the HACC is in full compliance with all Federal, State, and local laws. • Prepare and review agreements and general legal and business correspondence. • Prepare legal briefs, pleadings, memoranda, contracts, and opinions. • Attend HACC Board of Commissioners’ meetings and other meetings as requested and required. • Complete projects and tasks as requested by the Executive Director or her designee successfully and in a timely manner.
