Specifications include, but are not limited to: 4.1. The purpose of this Request for Proposal (RFP) to obtain competitive responses from qualified vendors to provide rest area maintenance services, consumable supplies and grounds and minor building maintenance and cleaning for the Kansas Department of Transportation (KDOT) at the Newton Service Rest Area located approximately 10 miles south of Newton on I-135. 4.2. Contractor shall provide the services listed in accordance with this proposal and Quality Control Checklists and Rest Area Inspection Report. 4.3. The Summer schedule is defined as April 1 through September 30 (6 months). The Winter schedule is defined as October 1 through March 31 (6 months). 4.4. The Contractor shall perform janitorial service and minor building and grounds maintenance at the rest area seven (7) days per week, including Saturdays, Sundays, and Holidays. The minimum hours of service provided shall be between the hours of 6:00 a.m. and 8:00 p.m. for the summertime schedule (April 1 through September 30) with staffing provided continuously by one (1) employee on duty the entire shift. The minimum winter schedule (October 1 through March 31) shall be the hours of 6:00 a.m. and 5:00 p.m. with staffing provided by one (1) employee on duty the entire shift. Additional staffing requirements, when requested, shall be provided upon mutual consent of scheduling by both parties at a fixed hourly rate. 4.5. The Contractor’s employees shall clean the comfort station a minimum of four (4) times each day, April 1 through September 30 once before 7 a.m., once before noon, once before 5 p.m., and once before leaving at 8 p.m. and a minimum of three (3) times each day October 1 through March 31, once before 8 a.m., once before noon, and once before leaving at 5 p.m. Additional cleaning shall be performed as needed. 4.6. The Contractor's employees at least one (1) time per day shall collect and dispose of all trash and refuse from the rest area and place in dumpster. Trash shall not be stored in or around the comfort station. One (1) dumpster is permitted at the designated site at the Rest Area. All costs incurred in disposing of trash and refuse shall be the responsibility of the Contractor. 4.7. Trash and refuse shall be disposed of in accordance with all local, state, and federal environmental regulations and ordinances. 4.8. The Contractor shall mow the appropriate areas of the rest area as shown on the map (distributed at the pre-proposal inspection) including the sewage treatment lagoon areas and the area between the ramps and the main roadway. 4.9. The Contractor shall be responsible for pruning and trimming of shrubbery as directed by KDOT. The Contractor is responsible for cutting and disposing of tree limbs that fall from trees. • KDOT shall approve the location for disposal of leaves, tree, and shrub trimmings. 4.10. The Contractor shall be responsible for snow removal on the sidewalks. The Contractor shall clear the sidewalk locations of the rest area as indicated on the map (distributed at the pre-proposal inspection). 4.11. It will be the responsibility of the Contractor to maintain sufficient equipment as to provide the neat and orderly appearance required by the Secretary of Transportation. KDOT wishes to establish a turn-key relationship with a Contractor for all services, including janitorial, mowing and snow removal. 4.12. Contractor shall purchase the signs to recognize their company as the Contractor responsible for the maintenance of the Rest area. KDOT will install the signs at the entrance to each comfort station. Sign specifications are included in the bid packet.
