The Utility is publishing this Request for Qualifications (RFQ) for engineering services related to permitting, planning, evaluation, field activities, design, and construction services associated with the Phase 2A & 2B Centralville Sewer Separation Project as outlined in the 2024 Centralville Sewer Separation PDR. The project must adhere to the timeline that listed in the PDR and meet the Consent Decree requirements. These services are needed to assist the Utility in meeting U.S. EPA and Mass DEP regulatory requirements related to CSO discharges. Because of the complexity and proximity to other large-scale projects, the nature of sewer separation projects, and agency approval, it may be necessary to expand the initial scope of improvements as work progresses. The Utility intends to retain an engineering firm with significant experience with CSO abatement, Inflow and Infiltration (I/I) reduction, sewerage and drainage design and construction services, and general environmental project experience. The engineering scope of services for the Phase 2A & 2B Sewer Separation Project will include: preparation of engineering design for the separation of the CSS, including the development of preliminary and final design plans, specifications, and cost estimates; identify and addressing major technical and permitting challenges; Preparation of construction documents and bidding packages; and construction phase services, including construction administration, public relations, inspection, and quality control. The project will need to help address infiltration and inflow into the collection system, including private sources. Additionally, services will include Construction services for the completion of the Phase 1 Centralville Sewer Separation Project, and OPM support for the sewer separation program and Consent Decree for Lowell. The regulatory agencies have required the City to implement an ambitious schedule for the completion of the Sewer Separation work. As a result, the selected engineering firm must have the resources to begin scheduled tasks immediately upon execution of a contract.
