Coordinate with the office to conduct comprehensive studies on the technical, legal, and economic implications of decommissioning assets, including valuation, emissions modeling, and air quality impact assessments. Provide strategic oversight and management of the newly created Decomissioned Asset Disposition Authority's initiatives to ensure compliance with state codes and efficient execution of the Authority's mandate. Facilitate the engagement of independent professionals for expert consultation in areas relevant to the regulatory, operational, and financial aspects of decommissioning electrical generation facilities. Oversee the negotiation and management of contracts and agreements related to the governance of decommissioned assets, ensuring alignment with state interests and objectives. Work closely with legal teams to review contracts and agreements, ensuring they are in the best interest of the state and comply with relevant laws. Coordinate the procurement of legal advice from external experts as needed. Lead the preparation and submission of permit applications to the Division of Air Quality and develop rules under the Utah Administrative Rulemaking Act for the submission and evaluation of purchase offers for decommissioned assets. Organize public hearings to gather input on the disposition of decommissioned assets, and report progress and findings to the Public Utilities, Energy, and Technology Interim Committee.
