A. The CONTRACTOR will document and record GIS coordinates to create a comprehensive inventory for all meter locations using the new water meter number as identified for the City’s future reference and analysis. The inventory shall be available for City review upon request. B. The CONTRACTOR will have a paperless work order system that will record addresses of the new and removed water meter, final and new meter read, before and after photos and the serial numbers of each meter and endpoint. This database will be the final deliverable report in addition to the GIS recorded coordinates for each meter. C. The CONTRACTOR must ensure to follow the strict timeframes to not interfere with the billing schedule. This will be provided to the awarded CONTRACTOR. D. The CONTRACTOR will need evidence that they have completed or are currently working on at least three (3) water meter installation replacement programs for cities and/or communities of at least 2,000 water meters. Must have experience working with rural communities. E. The CREW must be able to speak clearly, concisely, and respectfully with customers, if interaction is needed. F. The CREW must have a clearly visible uniform or nametag stating the CONTRACTOR’s name. G. Most water meters will be replaced during business hours of 7:00 AM to 5:00 PM. The CONTRACTOR will have to work with some critical businesses such as hospitals, schools, medical centers, etc. for night or weekend water meter replacements. The CONTRACTOR will inform the City’s Public Works Water Department at least one week in advance of these schedules. Otherwise, the schedule will need to be replaced with an area that can be accommodated to ensure to meet the time restraint for the service line investigation and water meter replacement installations. The CONTRACTOR must provide notice to customers who will be affected no later than forty-eight (48) hours prior to installation. H. Must provide the City an updated list of water meter replacements with all the information listed above by 4:00 PM, Thursdays. I. If the water meter box needs to be replaced or dug out, the CONTRACTOR is responsible for removing dirt, concrete, asphalt or any other debris off-site of the water meter replacement locations. No dirt or debris will be left at water meter installation replacement locations. J. Field verification is required after every water meter replacement to ensure the water meter is flowing water to the correct address and in the correct direction. K. The CONTRACTOR must provide and install new gaskets in each water meter that is changed. L. The CONTRACTOR must provide and install new bolts on 1.5” and larger meters. Bolts are to be a minimum of Grade 5 zinc plated. M. The CONTRACTOR shall have an office in Arizona, to ensure the work is being done per the time restrictions. N. The CONTRACTOR must have the ability to bench test or test in place water meters for accuracy. O. Third Party data quality control will be utilized at the City’s discretion. Prior to utilizing third party quality control, the City will discuss why it’s being used with CONTRACTOR. Any costs associated with third party data quality control shall be paid by the CONTRACTOR.
