Provide a base camp for disaster housing, feeding, and operational support services for first responders. These services must be able to operate 24 hours per day, 7 days a week, and 365 days a year, if necessary. These services must be able to operate in extreme temperatures. There should be no assumptions about available water, sewer, or electrical services. Also, there should be no assumptions about the safety of the area near the disaster location. The response time to the disaster location should be less than 96 hours. This response includes the necessary time for set up and preparation of all facilities. Disaster housing includes, but is not limited to, sleeping quarters, showers, restrooms, laundry, and relaxation areas. Disaster feeding includes, but is not limited to, food preparation, serving, dining, and dishwash areas. Operational support services should include, but is not limited to, a mobile operations office with work stations, meeting areas, and commons area.
