Specifications include, but are not limited to: Contractor will provide research, strategy, training, and ongoing “best practice” consultation to develop, implement, and evaluate the desired strategic communications plan. The Scope of Work includes, but are not limited to: 2.3.1 Phase 1: Research and Analysis 2.3.1.1 Conduct an audit of current support-oriented MC communications and activities with the key stakeholder groups to assess effectiveness and recommend improvements, particularly for achieving enhanced engagement, efficiencies, and outcomes. This includes those produced by individual college divisions, departments, senior vice presidents, etc. 2.3.1.2 Collect data via online research and interviews and focus groups with key stakeholders to provide a SWOT analysis report with recommendations for strengthening communications to be more effective and efficient, and to better position the College for support among each stakeholder group. 2.3.1.3 Benchmark MC against successfully positioned, peer higher education institutions that have attained strong visibility, credibility, and reputation, and recommend changes to MC’s current approach, structure, processes, and resources to secure similar, desired results. 2.3.1.4 Research Deliverables: - Comprehensive analysis report - Virtual presentation of recommendations - Desired completion timeline: 4 to 6 months after contract award. 2.3.2 Phase II – Strategic Communications Plan Development and Implementation Develop an integrated, strategic communications plan that incorporates recommendations from the Phase 1 research to position MC among key stakeholders in ways that enable the College to drive transformational aspirations in Montgomery County, the metropolitan-DC region, Maryland, and nationally.
