Seeking a vendor to provide an Electronic Payment Solution (EPS) for the disbursement of child support payments using an Electronic Access Card (EAC) that is Visa or MasterCard branded. The Card must: be branded VISA or Mastercard, must operate via the VISA or Mastercard networks, must be accepted by any participating merchant, and allow for Personal Identification Number (“PIN”) and signature-based purchases; be compliant with the Federal Reserve System Regulation E: Electronic Fund Transfers (12 CFR 205) and its appendices; be compliant with an operating Automatic Teller Machine (ATM) network (STAR, MoneyPass, AllPoint, Visa/Plus) as well as point of sale transactions, and allow for withdrawal of cash through a normal ATM transaction; operate as a debit card, a stored value card, or another electronic access-type card and must have no line of credit; not allow the Cardholder to make deposits or add money to the Card; allow the Cardholder to obtain checks or negotiate checks against the Card or underlying account; have the ability for the Cardholder to choose or change the PIN; and (b) The Card’s ATM network must: be accessible to Cardholders located within the state of Utah. The technology the Card uses must be currently active and available within the state of Utah; and disallow any transaction that causes the Cardholder to overdraw the account.
