This is an RFP issued by the County seeking proposals for Disaster Debris Management and Removal Services within the designated areas of the County after a disaster. The disaster debris management and removal services to be provided are removal, storage, reduction, and lawful disposal of disaster generated debris from public property and public rights-of-way; managing and operating temporary debris management sites; demolition and demolition debris removal; hazardous waste handling; tree trimming, stump grinding and removal; waterway debris clearing; sand removal from roads, streets, and rights-of-way; emergency berm construction; provision of ice, water, and generators; project management assistance; and assistance with Federal and State reporting and reimbursement efforts. All disaster debris management and removal services are to comply with current FEMA guidance and applicable state, local, and federal rules, regulations, policies, and guidelines. The objective of the RFP and subsequent contracting activity is to secure a pre-need, pre-event, stand-by contract with an experienced and qualified debris management and removal firm (“the Contractor” or “Contractor”) to provide services to the County following a natural or man-made disaster. The Contractor must be capable of removing, processing, and lawfully disposing of disaster-generated debris from public property and public rights-of-way in the designated areas of the County, as directed by the County in response to an emergency. The Contractor must be experienced and knowledgeable in the specialized management of disaster response labor for the removal of debris along with the preparation, response, recovery, and mitigation phases of any emergency or disaster. A successful Contractor will have the capability and ability to rapidly respond to wide scale debris volumes typically produced by tornadoes, flooding, fires, and other disaster types, as well as small-scale debris volumes. Contractors are advised that the Contracts with the County may be used to assist other jurisdictions within Shawnee County, Kansas through mutual aid agreements. The County reserves the right to enter into mutual aid agreements with other jurisdictions in the future and, if mutually agreed upon by the Contractor and the County, amend the resulting contract to reflect such change. The County may select multiple Contractors to provide differing elements or levels of scope of work in order to ensure adequate resources at the time of an event. The Contractor will support the County during disaster recovery efforts and will be responsible for all aspects of the debris management and removal process. The Contractor will coordinate with the debris removal monitoring contractor(s) and the County to ensure a compliant, soundly managed, organized, and well-documented approach to debris collection and disposal within all applicable rules, regulations, policies, and guidelines. The Contractor is responsible for providing a sufficient number of DMS to support the event in which the resulting contract is activated. The proposed DMS must be approved by the County. Depending on the event, the County may provide the Contractor with DMS locations within the County’s jurisdiction. The cost associated with acquiring, preparing, leasing, renting, operating, and remediating land uses as DMS in the jurisdiction is a cost borne by the Contractor and compensated based on the Contractor’s bid for sitemanagement and reduction of debris. Page 5 of 56 The Contractor will prepare and maintain the DMS facilit(y)/(ies) to accept and process all eligible storm debris. Preparation and maintenance of facilities shall include the following as appropriate: ● Obtaining necessary local, state, and federal permits or approval. ● Maintaining the DMS approach and interior road(s) for all weather conditions for the entire period of debris hauling, including provision of crushed concrete for any roads that require stabilization for ingress and egress. ● Ensuring only Contractor vehicles and others specifically authorized by the County will be allowed to use the DMS. ● Providing DMS utilities which include but are not limited to water, lighting, and portable toilets. ● Providing traffic control which includes but is not limited to traffic cones and staff with traffic flags. ● Providing DMS dust control and erosion control which includes but is not limited to an operational water truck, silt fencing, and other best management practices. ● Providing DMS fire protection which includes but is not limited to an operational water truck (sufficient and equipped for fire protection), fire breaks, and a site foreman. ● Providing 24-hour site security for each DMS. ● Close the DMS site with TCEQ upon completion of debris operations.
