Task 100 – Project Management This task includes all work related to the management, administration, and coordination of the TCA’s activities for all tasks. TCA tasks: The TCA shall manage the project scope, schedule, and budget, including: Project deliverables and completion dates included in work order scope /schedule. Deliverables: Progress reports. Task 200 – Testing and Commissioning Services Responsibilities of the TCA: The TCA shall be responsible for the following during design: Prepare and Submit the Draft Testing Plan for inclusion in the Contract Documents at the 90%, 100%, and bid documents. The TCA shall specifically develop the System Test Phase and Operational Test Phase plans. The Testing Plan shall include all forms and check lists required for verification of functional testing, component testing, system testing, operational testing, and commissioning; as well as all cross-system testing, including, but not limited to, instrumentation and controls, electrical, HVAC, fire alarm, life safety, Owner-furnished systems (when included in the project), etc. Testing Plans shall also include temporary systems, such as bypass pump, temporary pump stations, ventilation, instrumentation, electrical systems, etc. Components and Systems to be included in the Contract will be outlined in each work order and may include: Wastewater treatment and conveyance equipment. Conveyance pipelines and structures. Electrical system. Instrumentation and controls systems, including telemetry and SCADA & process control system I/O points. Standby generators and fuel systems. HVAC and building mechanical systems. Temporary systems. And other components as shown on the design drawings. Review and provide comments on the Testing and Commissioning specification (01 75 20) and the required forms in 01 33 10 from the 60% design for inclusion into the 90% and 100% documents. Customize to direct the Contractor to carry out the Draft Testing and Commissioning Plan. Review contractor instruments and calibration records to ensure conformance with applicable standards of ASTM, ISA, and IEEE. Review the design team’s 60% and 90% submittals and identify locations for any instruments, blind flanges, appurtenances that will be required to carry out testing and commissioning during construction, including provisions for testing of temporary systems. Participate in any workshops and meetings to understand facility operation, loop drawings, etc. Develop a preliminary testing schedule for the 90% and 100% design to determine minimum durations for testing activities that the Contractor will have to incorporate into their project schedule. These durations shall be included into the construction contract milestones and constraints section. The TCA shall be responsible for the following during construction: Prepare and Submit the Final Testing Plan, including all forms and check lists required for verification of component testing, system testing, operational testing, and commissioning. Plan shall include all temporary systems. This work shall be coordinated with the Contractor and Contractor’s selected Systems Integrator (Section 40 61 13) and based on Contractor’s subcontractors and vendors / manufacturers for the selected equipment, as well as all cross-system testing. The TCA shall specifically develop the System Test Phase and Operational Test Phase plans. Work with Contractor to schedule all testing, integrate testing into the master construction activity schedule, and coordinate all required testing, Review and comment on Contractor’s submittals for all testing, test results, and testing documentation for all equipment and systems. Review and comment on Contractor’s submittals for commissioning. Supervise the installation of testing equipment required for the completion of testing activities. Observe all pre-tests, start-up, and testing of equipment and systems during all phases of construction. Note and document any inconsistencies or deficiencies in system operations and ensure system compliance or recommend modifications to system design which will enhance system performance. Verify with the Contractor that as built and Temporary Facility drawings have been provided by the various subcontractors and vendors. Attend Site Observation walks as defined in each WO request. Attend Commissioning Meeting as defined in each WO request. Review field, factory, and startup reports and verify completion of the commissioning checklists. Review of calibration results and reports. Review issues log and resolutions. Obtain all documentation of equipment and systems tests and review the completed testing documentation. Provide a Final Test Report based on Contractor’s completed testing. The Final Test Report shall note any inconsistencies and deficiencies in system operations and ensure system compliance or recommend modifications to system design which will enhance system performance. This report shall be provided within the timeframe required by the Project Representative. Provide a Final Commissioning Report. This report shall be a compilation of available startup documentation showing what has been tested and testing results. This report shall be provided within the timeframe required by the Project Representative. Develop a draft Operations & Maintenance (O&M) manual using the KC template. Train operations and maintenance staff in the overall operation of the facility or process (using the draft O&M manual).
