Specifications include, but are not limited to: qualified firms/consultants to assess a range of strategies for building coastal resilience at five sites along the City’s waterfront, provide a prioritized list of recommendations to pursue, and ultimately complete preliminary designs for nature-based solutions at 2-3 of the sites. Through this RFP, City staff are seeking help to develop a technical understanding of the functionality, feasibility, and cost of specific resilience strategies. Are certain locations better suited for hardscape or nature-based solutions? Are there areas where a managed type of retreat or “undevelopment” may ultimately be necessary? The consultant will pair technical analysis with policy guidance from the City’s Comprehensive Plan update, which is currently underway, and ongoing community engagement to identify public concerns and priorities.
