The purpose of this RFP is to enter into a contract to provide: This Scope of Work (SOW) is to complete an Environmental Assessment (EA) for the establishment and operation of a Limited Army Aviation Support Facility (LAASF) in Cedar City, Utah. The Utah Army National Guard (UTARNG) will be utilizing a leased private hangar for the proposed aircraft operations. This project is subject to the availability of funding. If funded, the funds will need to be obligated before the end of the federal Fiscal Year. This is mostly likely early mid-September 2024. Please also review attachment B - Scope of Work. The UTARNG is requesting proposals for the completion of an EA to analyze the potential impacts of establishing and operating an LAASF in Cedar City, Utah. The LAASF will be utilized by UTARNG Rotary Wing Aviation. The EA must follow the process and format as shown in the Army National Guard NEPA Handbook, 1 Oct 2023. The contractor shall perform all work associated with the identification of applicable legal requirements, identification of necessary notification, analyses, investigations, studies, and other work related to the preparation of the EA analyzing the proposed action(s), No Action alternative, and reasonable range of alternatives. The contractor should plan to follow the process shown in Table 6-1 taken from Volume II, Practitioner’s Guide of the NEPA Handbook. Volumes II and III provide relevant guidance.
