1. Required Specifications. 1.1. Digital Advocacy Tools. Platform must have the capability to: 1.1.1. Send emails to policymakers, including support for the use of University-loaded templates and automated sending features. Policymakers include Oregon legislators, statewide elected officials, members of Congress from across the United States, county officials, and select municipal leaders. 1.1.2. Maintain up-to-date accurate policymaker contact information. 1.1.3. Offer texting, phone, and other capabilities for mass communication with University advocates. 1.1.4. Facilitate the creation and management of online petitions. 1.1.5. Create and manage automated features for social media engagement by University advocates. 1.2. Advocate Database Management. Platform must be capable of: 1.2.1. Providing a comprehensive database for managing advocate information. 1.2.2. Tracking advocacy activities and interactions with policymakers. 1.2.3. Providing tools for segmenting and targeting specific advocate groups as well as policymaker persuasion messaging. 1.3. Analytics. Platform must be capable of: 1.3.1. Capturing political information of advocates, including legislative districts and other political constituencies. 1.3.2. Providing comprehensive digital and campaign analytics and other relevant data insights. 1.3.3. Providing analysis of advocate engagement data, including email and digital responses, relationships with policymakers. 1.4. Communication Tools. Platform must be capable of: 1.4.1. Providing email outbox features for managing communications. 1.4.2. Creating and distributing custom email messages to University advocates .5. Implementation and Integrations. 1.5.1. Proposer must provide implementation services for the platform, including integration with existing University systems and databases, including Salesforce’s Evergreen. Proposer must provide ongoing technical support and troubleshooting assistance. 1.7. Updates. Proposer must: 1.7.1. Provide feature enhancements and security updates on a regular and ongoing basis.
