Specifications include, but are not limited to: The State of South Dakota, Bureau of Human Resources and Administration (the State) is accountable for the design and administration of benefits and compensation programs. The State is committed to gathering data for the purposes of examining the competitiveness of these components of total compensation. This RFP is focused on the State seeking a qualified contractor to contact labor market competitors, gather and analyze market data for both salary and benefits, and to produce outputs in terms of the current level of competitiveness of the State’s salaries, benefits and total remuneration. The State expects that the contractor will utilize data sources that currently exist as well as conduct a custom survey of selected organizations in the public and private sector within South Dakota and the state governments of the six surrounding states. The scope of the survey is approximately 14,000 classified and unclassified employees in the Executive, Legislative, and Judicial Branches.
