The City intends to establish a list of three (3) qualified Contractors; one (1) per 24-hour shift to provide emergency call-out services to homeowners/property owners. No sub-contracting will be permitted without prior written authorization from the requesting agency. Contractor shall provide all labor, tools, material, equipment, landfill or dumping fees, permits, dust control, transportation, and any other service necessary to provide the services required. Contractor shall provide emergency call-out services to secure all openings in the structure(s) to assure maximum protection against unauthorized entry to commercial and residential buildings. One (1) door in each building structure shall be boarded up with the “Front Door Detail” with an access door and combination-type lock and the combination provided to the City’s Contact person on site. Contractor(s) may consider using a double-hasp locking bracket where the City’s contact person on-site could place a KNOX padlock and allow for the Contractor to place their own lock. This door will be the front door of the building unless otherwise designated by the City. All other openings shall be boarded up without an access door unless otherwise directed by the City. These buildings could include City-owned buildings as well as vacant buildings when an owner cannot be located. 5.1 Contractor must be able to manage the possibility of handling two (2) separate incidents simultaneously. Should circumstances arise whereby another incident occurs, the Mesa Regional Dispatchers will call the next available Contractor. Upon award, City will provide awarded Contractors with an Operational Procedures training opportunity. 5.2 Contractor shall ensure all emergency callouts comply with the most current United States Fire Administration (USFA) and Federal Emergency Management Agency (FEMA) board-up guidelines (See Exhibit 2). In the event of an emergency, properties must be secured to prevent unauthorized entry and protect against weather-related damage. All exterior doors shall be secured. The homeowner/property owner is also responsible for securing the following: Replacing a broken windowpane (re-glazing), unless the opening is to be boarded; Securing in-ground as well as above-ground swimming pools, hot tubs, and spas. Securing pools may consist of a net with a lock and/or pumping the pool or securing it with a fence; Securing all broken windows and doors; Broken glass shall be removed from interior and exterior areas and replaced unless the opening is to be boarded.
