The vendor will complete a field leak detection survey and submit all associated reports by the deadlines outlined in this document’s schedule section. The contract will be awarded as a whole; no individual services will be awarded separately. Assume, for the purposes of this program, that District personnel will not be available to assist with locating leaks, except for occasional help with locating valves and hydrants, and with some traffic control. District personnel will be available to field verify leaks by excavating and repairing them, and to locate and mark water utility lines prior to leak detection, if needed. Also note that the majority of this survey is intended to take place on non-metallic pipe segments. It is the intention of the District to extend the contract by up to 4 additional years with the selected Vendor. Funding is available for 2024, but no funds for 2025 or beyond have been appropriated yet. It is the District’s intention to apply for funds from Jordan Valley Water Conservancy District every year to continue, but it is not guaranteed that funding will be available. Vendors shall prepare an estimate of escalation of fees for the possible 5-year contract term, to be included in the fee proposal. The District may choose to extend the original contract based on availability of funds, performance by the Vendor, District needs at time of renewal, and the Vendor’s proposal (including fee and schedule) for the subsequent year.
