Multnomah County is seeking licensed, qualified proposers to provide culturally specific barber and beauty services on an “as needed” basis within the Donald E. Long Center. A PROGRAM PURPOSE: We are seeking providers to provide culturally specific barber and beauty services on an “as needed” basis in the Donald E. Long Center. Hair services shall be offered with cultural competence and respect for diversity. B. TARGET POPULATION: Youth in the care and custody of the Juvenile Services Division who are currently in residence at the Donald E. Long Center. C. CAPACITY/LENGTH OF SERVICE: Services will be provided on an As Needed basis. We estimate approximately 30 youth in need of service per month. D. REFERRAL PROCESS: The selected Contractor shall receive referrals from Juvenile Services Division (JSD) of the Department of Community Justice (DCJ). Times will be pre-arranged by the individual units, as the youth in the care of the Department have a regimented schedule. 1. Specific Services: We are looking for culturally specific barbering and beauty services. Cuts should be basic maintenance style without extreme modifications or designs. Examples include, but are not limited to: • Buzz-cut for a variety of ethnic and racial clientele • Fade/flattop • Temple-taper • Beard and mustache trim • Line-ups • Trims • Layered haircuts • Undercuts • Clipper cuts • Hair health education • No designs 2. SAFETY REQUIREMENTS: • Barbers/Hairdressers must supply their own industry-standard hair-cutting equipment. The Barbers/Hairdressers will be responsible for bringing the equipment and haircutting supplies into and out of the facility in addition to cleaning up the area designated for the barbering/hairdressing services provided upon their completion. • All services will be performed in the Donald E. Long Multi-purpose room that has a barber chair and shampoo sink. • All services will be supervised by a Juvenile Custody Support Specialist. • All tools will be inventoried upon entering and accounted for before exiting each unit. • Barbers and hairstylists must adhere to all visitor rules and regulations for the program where the services are being performed. This will include background checks. F. PERFORMANCE OBJECTIVES: Contractor will partner with the Department of Community Justice, Juvenile Services Division to refine measures to fit the objectives of the contracted services. These include but are not limited to: • Meeting all sanitation requirements for services. • Meeting all safety requirements for control of tools and sharps. • Completing requested services in a reasonable time. • At least 80% of youth served should be satisfied with the services provided.
