The Oregon Military Department (“OMD, ” “Owner” or “Agency”) desires to enter a contract with a consultant to provide research services, technical analysis, technical reports, written plans and other associated deliverables (“Services”) that will result in comprehensive energy and water evaluation audits for OMD, (collectively “CEWEs” and individually a “CEWE”) in accordance with the Energy Independence and Security Act of 2007 and any other applicable State of Oregon requirements, at Oregon Army National Guard (“ORARNG”) installations identified and assigned by the Owner. Each CEWE shall consist of, but shall not be limited to, conducting an energy audit that meets the requirements of an American Society of Heating, Refrigerating and Air-Conditioning Engineers (“ASHRAE”) Level II energy survey and analysis, as defined in the Procedures for Commercial Building Energy Audits (RP-669, SP-56). Each survey and analysis must identify and develop modifications to a designated installation/facility to reduce the building’s energy use, water use, and operating costs. Each CEWE must also identify energy-related opportunities and provide recommendations that can be taken by OMD for each ORARNG installation to improve energy sustainability and resiliency. OMD is also seeking CEWEs that identify potential energy projects, programs, incentives, and energy conservation measures for installations/facilities designated by OMD. Each ORARNG installation will constitute a “Project” and all the installations identified in this RFP and in the resulting Contract will constitute the “Projects” that will be the focus of the Consultant’s Services.
