Specifications include, but are not limited to: The Housing Authority of Clackamas County (HACC) requests proposals from qualified professional consultants for the provision of Low-Income Housing Tax Credit (LIHTC), Bond Counsel Services, Lender and Borrower’s Counsel services, and general Real Estate Services in connection with proposed redevelopments of affordable housing. HACC has an on-going need for these types of professional services to support a wide variety of acquisition, renovation, and new construction projects. The LIHTC/Real Estate Counsel shall have specialized legal experience with Federal laws governing primarily programs of the U.S. Department of Housing and Urban Development (HUD), including but not limited to, the Rental Assistance Demonstration (RAD) program, HUD’s HOME and Community Development Block Grant (CDBG) and Section 108 programs, the Internal Revenue Service (IRS) Section 42 Low Income Housing Tax Credit (LIHTC) program, Oregon Housing and Community Services (OHCS) or other related federal, state or local programs that provide financial assistance for affordable housing development and management.
