The City is seeking a qualified professional engineering consultant to assist the City in the evaluation of the existing power systems and energy generation at TMWRF, and predesign services for backup power systems in the vicinity of the Truckee Meadows Water Reclamation Facility (Washoe County Nevada-APN: 021-020-02) of the Reno/Sparks area in Washoe County, Nevada. A new backup power system at TMWRF would serve as a full plant backup power supply for a specified period of time, and would potentially involve power generation utilizing existing digester gas facilities and/or cogeneration facilities and boilers. The City assumes that consideration for the construction of a new backup power systems facility will require a, site selection, building and/or equipment layout and logistics, civil and structural pre-design, comparison of alternative equipment recommendations, and communication/coordination with NVEnergy. A cost estimate will be prepared as an opinion of probable construction cost consistent with the Association for the Advancement of Cost Engineering (AACE) guidelines for a class V cost estimate based on the selected pre-design option for the new backup power systems facility. Based on the results of the evaluation and pre-design, the City may select the consultant for additional design services of the option selected by the City. The consultant is to be comprised of professional engineer(s) registered in Nevada, who possess comprehensive experience in backup power technology, municipal wastewater facility design, municipal wastewater energy generation, and municipal wastewater treatment engineering. It is preferred the consultant have experience working with NVEnergy and has provided backup power systems at other wastewater treatment plants that harness and utilize digester gas.
