The City and County of Honolulu Office of Climate Change, Sustainability and Resiliency (“CCSR”) is seeking quotes from vendors to develop a comprehensive Farm to School Action Plan (“Plan”) designed to assist the Hawaiʻi State Department of Education (“DOE”) in carrying out a farm to school strategy, including the implementation of Act 175 (SLH 2021) (§302A-405.6), which mandates that 30% of food served in public schools shall consist of locally sourced products by 2030. This project is being funded at least in part with federal funds from the U.S. Department of Agriculture (“USDA”). The CONTRACTOR shall provide a written Farm to School Action Plan that: I. Identifies at least one need in the community that the project will address. II. Addresses local procurement by: 1) Recommending benchmarks starting from 2024 until 2025 that conform to State of Hawaii Act 144 Session Laws of Hawaii year 2022 (§27-8). 2) Analyzing specific cost categories to drive types of local food purchases. Analysis should identify specific strategic actions along a timeline, whom should act, and the estimated cost for each action. III. Identifies any relevant State and/or local health and food safety requirements. IV. Develops compliance strategies/procedures.
