The City of Chelsea is soliciting proposals for qualified consulting firms to prepare at least two conceptual scope alternatives, to be followed by preparation of construction drawings and bid specifications for the preferred design scope and construction administration services for the renovation of the Chelsea City Yard Building Renovations. The scope of work for this project will be broken into three phases. The City expects the first phase under this contract during the City’s fiscal year 2025. Following the first phase, the City may choose to proceed immediately to the second phase. The third phase of the project, construction, will be completed pending appropriations and full funding of the project. The City has the choice to continue the second and third phases with the same consultant, or select a new consultant to complete the later phases. A description of each phase is below: PHASE I: In this phase, the consultant will work with the Commissioner of Public Work and the Superintendent of Buildings & Grounds to develop a work plan and space analysis for the Chelsea City Yard. The City expects that the consultant visit the building and analyze current operations. The consultant should also meet with the Operations Manager, the Buildings and Grounds team, Operations Supervisor, and various leaders in the building. The consultant should have extensive knowledge of Public Works operations, and should be experienced in Public Works building renovations. One particular interest is optimization of parking areas, since it is one of the current bottlenecks in the operation. The consultant will present the findings to the City Manager, showing proposed building layouts, including but not limited to, the creation of a training room; renovation of restroom facilities with appropriate showers; creation of a lunchroom; creation of a modern signage room; creation of appropriate office areas, forecasting growth in staff; and optimization of work area for all operations. Once the building and office layout is accepted, the consultant will create detailed design package for the City Yard Building Renovations. This final design shall include, but not be limited to the restoration of any exterior masonry, complete redesign and of the interior building layout, complete replacement and relocation of office furnishings, complete replacement of mechanical, electrical, plumbing drawings, etc. This scope may change depending on meetings and discussions with the Commissioner of Public Works and Superintendent of Buildings & Grounds. PHASE I WILL BE CONTRACTED IMMEDIATELY UPON AWARD OF THIS CONTRACT. PHASE II: In this phase, the consultant will prepare construction drawings and bid specifications for the City to publicly bid the Renovations project of our Chelsea City Yard. Upon completion of the construction drawings and bid specifications, the contractor will provide the city with a professional cost estimate, using a qualified construction estimator. The 60 consultant will also provide bidding support to the City, including, but limited to, answering bidder inquiries, providing additional documentation, completing bid tabulation, etc. PHASE II WILL BE CONTRACTED UPON COMPLETION OF PHASE I.
