The City is soliciting Proposalsfrom nonprofit organizations(Firms) to provide a clean and safe program in the specified Downtown area. Services include, but are not limited to, creating and providing a clean and safe program along with a commitment to communicate and coordinate cleanup efforts with Spokane Code Enforcement and the Downtown Spokane Partnership (DSP). This cleanliness program will employ unhoused or formerly unhoused individuals to clean up litter, trash, solid waste, abandoned materials, debris, and waste that potentially contains Bloodborne Pathogens/Other Potentially Infectious Material (OPIM). Additionally, Firms must comply with WAC 296-823 (Bloodborne Pathogens) and other applicable WACs/Laws. Firm will ensure they have an accident prevention plan in place in compliance with Local, State, and Federal laws as appropriate, to include, but not limited to WAC 296-823.
