The Wisconsin Department of Health Services (DHS), Division of Care and Treatment Services (DCTS), Wisconsin Resource Center (WRC) is seeking to contract with an attorney for Temporary, Permanent and Involuntary Nutrition, Rehydration and/or Medical Treatment Guardianship Services, and intends to use the results of this process to award a Contract. WRC under State Statue Chapter 55 (CH55) for Protective Service System, is required to provide mental health treatment to inmates. WRC inmates have serious mental health illnesses or developmental challenges. WRC cannot legally force a prison inmate to comply with proper medical treatment. Therefore, an attorney is needed under some cases to establish whether there is a need for involuntary treatment of an inmate refusing proper medical treatment, such as, but not limited to taking necessary medications, nutrition, and allowing surgical procedures to maintain mental health and wellness.
