Bids shall be based on the specifications and descriptive matter of the construction project, as described by LES. Bids shall not contain any recapitulation of the specifications and descriptive matter describing the work to be performed. Except when otherwise specified, bidders must quote on all base items appearing on the proposal form. Any alterations or erasures in the bid document shall be initialed by the authorized representative signing the bid. No oral or telephone proposals or modifications of the bid will be considered. In the event of a discrepancy between the prices quoted in the bidder’s proposal, in words and figures, the words shall control. In the event individual bid items are incorrectly totaled, the correct total will control. With each bid, the bidder shall submit the number of prints, specifications and all information required by LES in its proposal form.
