In November 2019, the MSLC contracted with SG for the provision of a Lottery Retail Management System for a three-year term with two, one-year extension options pursuant to Request for Response (“RFR”) LOT #2002 (Commbuys Bid Number BD-20-1062-LOTBRLOT-41854) (“RFR #2002 Contract”).1 The RFR #2002 Contract provided for all required services for a Retail Management System, which included all associated licenses. The Retail Management System procured under the RFR #2002 Contract is referred to as the gemSuite platform, and during the contract term, the MSLC engaged SG to perform various services to enhance and upgrade the technology and add functionality. The MSLC has exercised both oneyear extension options and the RFR #2002 Contract providing for these services expires on November 18, 2024. The gemSuite platform is proprietary to SG and it includes three distinct software solutions – gemIntelligence, gemRetailer, and gemEnterprise. gemIntelligence is a retail agent sales management tool that is used by the MSLC to order instant tickets (with capabilities to utilize an allocation algorithm for efficient inventory ordering purposes), distribute instant tickets, provide Lottery Sales Agent information, track field service mileage, routes, tasks and other aspects of Sales Agent visits, and deliver reports and data relating to, among other things, sales and Lotteryproduct inventory. gemRetailer is a retail agent portal for Lottery Sales Agents that allows for the retrieval of financial and Lottery-product inventory information and provides in-depth reporting and notifications. gemEnterprise is a paperless licensing module that enables aspiring Lottery Sales Agents to apply for a license and allows current Sales Agents to renew their license through a seamless digital workflow.
