The Utah Division of Wildlife Resources (DWR) holds a deed of conservation easement on property owned by Washington County, located in Washington County, Utah known as Confluence Park, which was recorded with the Washington County Recorder as Entry Number 00791481 in Book 1503, Page 2247, on November 25, 2002. Washington County desires to release 1.457-acres of land from the legal description of the Deed of Conservation Easement in Confluence Park, that no longer holds conservation easement values, to sell for development. DWR is seeking approval from USFWS to dispose of this 1.457-acre parcel within the Confluence Park conservation easement to Washington County and acquire 20.702-acres adjacent to Confluence Park. USFWS approval of the land exchange constitutes a federal action subject to the requirements of NEPA. Consequently, this EA will be written to document analysis of the proposed action and the environmental effects which are likely to result. The EA and comments from the associated public review will provide the USFWS information needed to determine if the proposed action is likely to cause any significant impacts to the environment.
