The purpose of this Request for Quote (RFQ) is to solicit Proposals for the administration and conduct of an alcohol and controlled substances testing program. The program, except as otherwise identified in this RFQ, must be pursuant to the Federal Motor Carrier Safety Administration (FMCSA) https://www.fmcsa.dot.gov/regulations/drug-alcohol-testing/overview-drug-and-alcohol-rules regulations in 49 CFR, Part 40 and Part 382, CFR 14 Part 120, FAA Drug & Alcohol Testing Program and the State of Idaho Employer Alcohol and Drug-Free Workplace Act. The program entails testing participating agency employees and applicants with Commercial Drivers Licenses (CDL) and safety sensitive positions for the use of alcohol and controlled substances. Such testing shall include pre-employment and initial employment testing, post-accident testing, random testing, reasonable suspicion testing and return-to-duty and follow-up testing. The resulting Contract will primarily be for employees and job applicants with CDL’s for the use of alcohol and controlled substances.
