1. The selected Contractor will be responsible for providing on-call Snow Plowing Services, which shall include plowing and salting services at the Portsmouth Commercial Fish Pier in Portsmouth, NH, and the Rye and Hampton Harbor Marine Facilities in Rye and Hampton, NH, respectively. 2. Subject to approval by the PDA Board of Directors, the contract will be for an initial three (3) year term, with an option for two (2) additional one-year extensions. The PDA Executive Director retains sole discretion to extend the contract period for up to two (2) additional one-year terms. Services will be rendered on an on-call basis as needed during the snow season. 3. The Contractor is required to be available for Snow Plowing Services on an emergency call basis during snow and ice conditions. Snow shall be cleared to designated snow storage areas at each facility as directed by the Division. 4. Salting services must be provided on an on-call basis where icing poses a safety hazard for vehicular and pedestrian traffic. Salt should be applied using mechanized equipment designed for this purpose. 5. The Contractor must ensure that the boat launch ramps at the Rye and Hampton Harbor Marine Facilities remain clear on an on-call basis for the launching of emergency response equipment. 6. The Contractor is responsible for keeping all manholes, drains, and similar infrastructure free of snow and ice on an on-call basis to ensure adequate water runoff. 7. All snow plowing and related activities must be conducted to avoid damaging pavements, curbs, hydrants, shoulders, turf, or other structures, with special attention to the wooden deck at the Portsmouth Commercial Fish Pier. The Contractor is liable for repairing any damage caused by snow plowing operations at no additional cost to the Authority. 8. Snow Plowing on the wooden deck at the Portsmouth Commercial Fish Pier must be performed using the "back dragging" method to avoid damaging the deck's fastenings. 9. On-call snow clearing and salting services must be provided throughout any storm to ensure accessibility for fishermen and emergency responders. If the Division determines that the Contractor's response is inadequate, it reserves the right to engage an alternative service provider, with the Contractor responsible for all associated costs, including personnel, materials, equipment, or hiring a temporary contractor. 10. The Contractor must obtain certification from the New Hampshire Department of Environmental Services as a Commercial Salt Applicator by November 1, 2024, and provide the Division with a copy of the certification. This includes successful completion of the Green SnoPro training program. All personnel at the sites must be knowledgeable about salt reduction practices.
