: This request is submitted to procure services of an engineering consulting firm to develop a Corrective Action Plan (CAP) and to provide construction oversight for this environmental remediation project. The project will involve: • Review of past site characterization of subsoils and groundwater relating to PCE and daughter products • Site characterization for PFAS and PCE and waste profiling • Define extent of plume(s) and develop site conceptual models • Evaluation of remedial options • Preparation of a corrective action plan based on the selected remedial design • Development of bid specifications for the remedy • Oversight of the selected remediation contractor implementing the remedy 1. The Kentucky Division of Waste Management Superfund Branch (SFB) has gathered some data for the site. Documentation for these activities is available under the Kentucky Open Records Act (https://eec.ky.gov/Pages/Open-Records.aspx). SFB will also correspond with the consultant as needed to ensure the project will meet the intended goals of protecting human health and the environment. 2. The selected engineering consultant will submit their findings in a Remedial Evaluation report. SFB will review the report and, after consultation with the selected engineer, SFB will select the remedial option for the site. 3. The selected remedial option will be presented to SFB in the form of a Corrective Action Plan. 4. Once SFB approves of the plan, the selected engineering consultant will prepare a bid specification for labor and materials necessary to implement the plan. 5. The selected engineering consultant will provide an estimated timeline for the sequence of work to be completed and provide construction management and oversight to ensure project completion in a timely manner. 6. The selected engineering consultant will document daily activities and prepare a Corrective Action Completion Report to include: analyses from samples collected; copies of permits; recorded communication with local citizens; and weekly work logs. If necessary, the report must contain an appendix describing any measures for long-term inspection and maintenance of the remediated area.
