GOEO will work with the contractor to define the process of initial intake, collaboration with statewide EDOs, centralized management of the RFI site selection process, and project management to completion in Utah to provide a comprehensive software solution. The software solution must include a collaboration tool to allow for community input from up to 29 counties and 253 municipalities, as they desire to participate in the site selection process. It is anticipated that 20-30 counties or municipalities would participate on a project at any given time, however multiple projects may occur simultaneously. As part of the process the contractor must provide a solution the facilitates community involvement to assist them in identifying what types of projects or leads they are most interested in attracting to their communities. This information will help GOEO, through the use of the software solution, identify and provide appropriate projects or leads to communities. As GOEO receives RFI requests, communities can receive notices of the RFI’s and then work to provide information about their communities and validate information about current offerings on commercial real estate sites. The software solution must meet the following requirements: 1. The software solution must interface with Salesforce or be set up as an application within Salesforce in order to provide efficient data entry and reporting. 2. The software solution must have a plug-and-play template for issuing RFI’s. 3. The software must be able to import approximately 6,000 active commercial real estate sites, including PDFs and other listing information, through an API. a. This information will assist GOEO and communities to identify and provide recommendations of sites that have a high chance of success. 4. The software solution must provide tools to add to the efficiency of the site selection process. 5. Provide a plan for data security. 6. The software solution must provide a final c-suite professional report of sites in electronic and printable format to a business or site selector that identifies sites and information required in the RFI process. 7. The software solution must be able to provide an on-demand report of current open projects, their status, and other relevant reporting information. The contractor shall be responsible for: 1. Understanding business processes of GOEO to provide a software solution or a solution developed within Salesforce. 2. Providing a comprehensive and collaborative solution to support GOEO and communities’ ability to respond to RFI requests from site selectors or businesses looking to expand in Utah. 3. Providing a user-friendly solution to users of the system to support adoption and use from GOEO and communities using the system 4. Connecting information through data uploads or API interface to other platforms such as Salesforce. 5. Providing dashboards, reports, or other value-added analytics to GOEO and its users to help analyze opportunities to improve when RFI’s aren’t won. 6. Ensuring data security. 7. Developing user roles that establish privacy dependent on permissions. 8. Regularly updating the software solution, including supporting API integrations. 9. Offering customer support and training documentation.
