Provide an engineering analysis that investigates methods to improve the management of flows between the North and South Arms of Great Salt Lake, in the breach referred to as the Union Pacific Causeway Breach, or New Breach (“Breach”). This engineering analysis should focus on methods or structures that will both control the export of salt to the North Arm while being able to import salt from the North Arm through the transfer of brines. The methods or structures must also control lake levels between the South and North Arms, while being capable of moving large volumes of water between the two arms to meet the berm-related statutory requirements established in H.B. 453 during the 2024 Utah Legislative General Session. In this analysis, the Consultant must provide a minimum of three alternatives to FFSL, in consultation with the Great Salt Lake Salinity Advisory Committee (“SAC”), where one or more solutions will be selected. The Consultant must possess the skills to engineer the selected solution(s) as well as provide cost estimates.
