1. On award of the contract, meet with CVSWMD management to discuss the project and gather relevant data. 2. Consultant will conduct an analysis of eleven staff positions to evaluate competitiveness of pay and appropriate classification based on job market conditions in the state and broader region. 3. Report on findings and provide recommendations to adjust compensation schedule based on results of analysis. 4. Prepare a written report including these components: a. Recommend changes in CVSWMD Compensation Schedule (assignment of Positions to Grade, and Minimum and Maximum compensation); b. Recommended changes to classification and job titles (Assistant, Coordinator, Operator, Administrator, Manager, etc.) c. Notes on any important inconsistences within or between individual job descriptions, or suggestions for how they could be improved as a group. d. Discussion of comparable positions and job descriptions used in your analysis. e. Discussion of your methodology. Past analyses have drawn on data available from the Vermont League of Cities and Towns, other solid waste management districts, and governmental sources. 5. On completion of the study and report, meet with CVSWMD management to discuss findings of the study and provide recommendations.
