1. Contractor will identify all communications property by municipality. 2. Contractor will design and implement a valuation system to appraise the communications property at fair market value. 3. The Vermont Department of Tax will assist in the gathering of inventories. 4. Contractor shall assist the Vermont Department of Tax in establishing a form for the submission of inventories. 5. Contractor shall provide a schedule or methodology for obsolescence and depreciation. 6. Contractor to design a system that will be suitable for use by the Vermont Department of Tax year after year. 7. Contractor proposal shall include a proposed method for annual updating of the values. 8. Contractor shall designate key project staff who shall be properly educated and qualified to provide the services described in the contract. 9. Upon completion of the project, the contractor may act as a consultant to State of Vermont Department staff on the system and method of appraisal for the purposes of staff training, training of municipal officials across the State of Vermont, and assisting the State of Vermont Tax Department in defending appeals of valuations.
