Prepare a Municipal Energy Master Plan for Part A: Facilities Phase 1. The plan will focus on two broad categories of the City’s energy usage: facilities and operations. The Part B for the Operations will be put out for an RFP at a later date. The plan will provide a baseline of existing municipal consumption, identify a range of actions that can reduce energy consumption, recommend actions that can generate renewable energy, conduct long-term modeling to estimate the potential impacts of selected actions, and provide a prioritized set of measures for the City to implement over a 25- year period of time to the year 2050. The City will reserve the option of retaining the seleced Consultant for implementaiton efforts of the Municpinal Energy Master Plan. This Request for Proposals is for Part A: Municipal Facilities of the Energy Master Plan, Phase 1. This is Qualification Based Selection (QBS).
