A. Project Planning Phase 1. Develop an overall planning, design, and construction project management plan to include an overall program-level schedule, cash flow projection, contracting strategy, and other program needs. 2. Assist as needed with a funding plan. The City’s finance team, City Manager, financial advisor, bond counsel and others will develop a funding plan for the project. The Project Director may be called upon to provide advice, or to review the funding plan. 3. Provide in-person updates to the Tigard City Council and other boards or committees as needed. The City anticipates that the Project Director will need to attend up to three council workshop sessions to receive direction, and then likely bi-monthly or quarterly progress reports to the council thereafter. 4. Develop a decision-making process for the selection of a project delivery method. The Project Director will make a recommendation to the City’s internal project team and City Manager, and once approval is reached at that level, will make a final recommendation to the Tigard City Council. The Project Director will then administer that process once approved by the council. 5. Meet with the City’s internal project team and City Manager once per month to provide updates and to receive direction. 6. Develop a project reporting and communication system to include progress, schedule, and financial status to be distributed regularly. 7. Develop procedures for administration of the program.
