(1) develop GHG inventories, (2) establish science-based targets (SBTs) for emission reductions for the years 2030 and 2050, and (3) develop a comprehensive and strategic CAP. This initiative is expected to take 12-24 months. A detailed scope of work is below. Consultants are encouraged to suggest refinements and innovative methodologies that ultimately achieve the stated purpose of this project and the tasks described below. City staff will work closely with the selected consultant and are prepared to contribute to in-house task assistance. The ultimate work products are intended to be the result of collaboration between the consultant and city staff. The Sun Prairie Sustainability Coordinator will serve as the main point of contact to the consultant. At the start of the project, the Sustainability Coordinator will form the Sun Prairie Climate Action Plan Steering Committee. The team will include city staff, non-profit organization representatives, and community members among others. This team’s main purpose will be to work with the consultant to analyze, review, and steer the climate action planning initiatives. Task 1. Develop Municipal GHG Inventory The consultant will develop a 2023 GHG inventory of scope 1 and scope 2 emissions associated with Sun Prairie municipal facilities and operations. The consultant should use a tool or software that is based in the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories. The consultant should specify in their proposal the specific software they intend to utilize. Task 2. Develop a Community-Wide GHG Inventory The consultant should develop a 2023 GHG inventory of scope 1 and scope 2 emissions for the City of Sun Prairie community as a whole (including municipal operations). The consultant should use a tool or software that is based in the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories. The consultant should specify in their proposal the specific software they intend to utilize. Task 3. Recommend Science-Based GHG Emission Reduction Targets Based on the findings of Tasks 1 and 2, the consultant will recommend SBTs for GHG emission reductions for the years 2030 and 2050 for both municipal operations and the community as a whole. The SBTs should align with the Intergovernmental Panel on Climate Change (IPCC) recommendations and community-wide carbon neutrality goal by 2050.
