A. 24 hour on-call phlebotomist services are required for consensual and non-consensual blood draws from persons arrested for driving under the influence that are taken directly to the hospital by law enforcement instead of the Sacramento County Main Jail. Utilization of on-call phlebotomist under this contract are authorized only in situations where the arrestee cannot be booked into the Sacramento County Main Jail and are taken directly to the hospital due to the urgent medical needs of the arrestee. No phlebotomy services in the field are authorized under this agreement. All law enforcement agencies in Sacramento County participate in the program and are subject to the provisions. 2. Phlebotomy services provided at the hospital for evidence collection purposes must be performed only by the on-call phlebotomist. Evidentiary phlebotomy services provided by hospital are not covered under this contract and will not be payable by the County of Sacramento or the Sheriff's Department. 3. The phlebotomist when called will travel as quickly as reasonably practical (expected within 30 minutes) to the hospital location in Sacramento County specified by law enforcement for the purpose of drawing blood from the arrested suspect. B. 4. The contractor will provide a phlebotomist for this purpose that has been trained and certified for drawing blood as provided in California Business and Professions Code section 1246(b). 5. The blood will be drawn in a medically approved manner as specified. 6. The blood draw will be conducted using a law enforcement blood draw kit, using supplies and procedures specified in the California Highway Patrol's "Driving Under the Influence Enforcement Manual," Chapter 5, part 4, subpart (b), pages 5-7 to 5-9. The blood draw kit will be provided by the County of Sacramento to the vendor. All other equipment and supplies necessary to perform blood draws will be provided by the vendor. 7. Exceptions to the CHP requirements are allowed as follows: A. The phlebotomist is not required to be employed by a clinical lab or hospital. Other agencies which are acceptable are forensic labs and temp medical employment agencies. B. The phlebotomist is not required to be supervised by an MD or RN. 8. The police are present during the blood draw and will take custody of the sample once it has been drawn. The sample will then be tested at the County of Sacramento Crime Lab. C. 9. Occasionally phlebotomists are required in multiple locations simultaneously, vendor must be capable of providing multiple phlebotomists staffing as required. 10. Expert Witness services historically have been necessary about once per month. Please provide your hourly charge for this service. 11. Vendor must be able to demonstrate proficiency or experience performing phlebotomy services for law enforcement purposes. 12. Under the new procedures the vendor will have a dedicated phone number monitored on a 24/7 basis. The dedicated phone number will be contacted by law enforcement when an oncall phlebotomist is needed to draw blood at a hospital located within the boundaries of Sacramento County. Law enforcement will provide the vendor with the name and location of the Sacramento County hospital where the phlebotomy services will be provided. The vendor will dispatch a phlebotomist to meet law enforcement at the designated hospital location.
