Based on a review of the temporary support needed by the Kansas Department of Agriculture, the scope of work for this contract should include the following: • Support of the annual departmental FAD exercises through December of 2026. • Meet with KDA leadership and emergency management to determine exercise objectives and scope through a needs assessment. • Identify producers, state, and county participants to play in the exercise. • Host exercise planning meetings to include an Initial Planning Meeting (IPM), Midterm Planning Meeting (MPM), Master Scenario of Events List (MSEL) Planning Meeting, and Final Planning Meeting (FPM). Additional meetings may be needed and will be agreed upon by the vendor and KDA. The IPM and MSEL meetings will be hosted at the KDA Headquarters in Manhattan, KS and will require in-person attendance. Other meetings may be conducted virtually or in person as needed. • Conduct Player and Controller/Evaluator briefings for the exercises. • Facilitate exercise hot washes as needed and participate in a Controller/Evaluator debrief after each exercise. • KDA will provide equipment for the Simulation Cell (SimCell) such as phones, computer monitors and tear sheets, however the vendor will be responsible for direction, control, and partial staffing of running the SimCell during the exercises...
