Various police departments throughout the State of Delaware require custom-fitted uniforms for their officers. The custom-fitted uniforms ensure the officers can complete the tasks required in their job without obstructions from ill-fitting apparel. Upon completion of the uniform inspection the police agency will coordinate with the awarded vendor appointments for the vendor to come on site to take the officer’s measurements. The Delaware State Police (DSP) conduct two recruit classes annually. In the Fall, DSP conducts a division-wide uniform survey/inspection to determine the replacement needs for the long and short-sleeved shirts, as well as winter and summer pants. Upon completion of the uniform survey/inspection, the police agency will coordinate with the awarded vendor for the vendor to come on-site to take the officer’s measurements. Measurement sessions are usually held one in each county. On average, 175 to 250+/- items are replaced for each type of uniform, and the final numbers may fluctuate based on the number of recruits. The Fall Recruit class number are included in the Fall survey. DSP needs are fluid and subject to change throughout the calendar year. No complete uniforms, badges, patches, or insignia that is unique to any State Agency, Division, Section, School District, Political Subdivision, or Volunteer Fire Department may be sold to the general public. Any information obtained by the vendor, to include names, personal financial information and sizes, are to be kept confidential and are deemed the property of the ordering Police Department. If a vendor is not awarded the contract and was a vendor who previously held this contract, all information regarding the officers, to include files of names, sizes and locations, must be turned over to the appropriate Police Department. For uniform continuity, bidders are required to bid on all items for each Agency contained within this solicitation. A vendor wishing to provide uniforms to DSP must bid all uniform components identified for DSP for the bid to be considered. If a vendor wishes to bid specific municipalities or other State agencies, the vendor must bid all uniform components specific to that municipality or other State agency.
