The selected professional engineering firm (consultant) will be responsible for the design, bidding and construction administration, and on-site inspection services necessary for the project. In addition to the “standard” design and construction phase tasks, the consultant’s scope of services shall include tasks to complete the following: 1. Topographic survey including all R.O.W. and property limits, existing utilities, existing drainage structures or drainageways, etc. 2. Conduct geotechnical investigations and evaluation of the existing soils at all pertinent locations along the alignment of road, sidewalk and proposed storm sewer system. 3. Coordinate, arrange, and conduct meetings with representatives of the City of Fremont. 4. Development of detailed design plans and specifications (front-end and technical specifications). The plans, specifications and contract documents are to be sealed by a Professional Engineer in the State of Nebraska. Hydraulic analysis should be completed but is not part of the plans. 5. Preparation of detailed opinion of probable costs to construct the project, delivered at 2 milestone phases of design (30% and 90%). 6. Consultant shall be responsible for obtaining all Federal State and local permits necessary to complete the project including environmental compliance. The City will be responsible for all fees associated with obtaining permits related to the project. 7. Consultant shall comply with and shall require contractors and subcontractors to comply with all Local, State, and Federal safety regulations, specifically regulations pertaining to the construction of concrete paving and storm sewer pipe. The City of Fremont, Nebraska intends to retain a professional engineering firm to provide design and construction phase services for Luther Road Improvements south of Morningside Road from existing Luther Road to Old Highway 8 southerly a distance of approximately 2,500 linear feet. In general, the project will include: • Engineering Design and Plan Development for Luther Road south of Morningside Road extending from existing Luther Road to Old Highway 8 southerly a distance of approximately 2,500 linear feet. Plans shall include pavement design for 2-Lane curb and gutter section of P.C.C Pavement with 4’ wide sidewalk on each side. (2 Plan Sets – Phase I and Phase II) • Engineering Design and Plan Development for Luther Road Storm Sewer including Inlets, R.C.P. storm sewer piping, manholes, outlet structures, energy dissipation structures, etc. from existing Luther Road south a distance of approximately 2,500 linear feet. (2 Plan Sets – Phase I and Phase II) • Bidding and Construction Management Services for Luther Road Improvements (Pavement and Storm Sewer Phase I) from existing Luther Road south approximately 950 feet and temporary drainage improvements continuing south an additional 1,300 feet.
