23.1.1. All delivered petroleum-based fuel products shall be produced and refined in the United States, and a minimum of 75% shall be sourced from wells in North America (to include United States, Canada and Mexico) or United Stated continental offshore (to include Great Lakes, Louisiana, Mississippi, Alabama, Texas, California, Oregon, Washington and Alaska). On an annual basis, the supplier shall provide documentation attesting the delivered product’s crude oil is a minimum of 75% North American/American offshore well-sourced either by certified certificates of origin from the refinery or marketer documentation with official refinery through-put material that provides information on the delivered product’s crude oil percentage. Notwithstanding the U.S. Manufactured Products Preference Certification, products offered in response to this solicitation must meet the domestic content specified herein. For any product not meeting this specification, the deviation from this requirement must be explained on the exception sheet. 23.1.2. UNLEADED GASOLINE All unleaded gasoline shall be 87 octane E10 product. 23.1.3. DIESEL #1 / DIESEL #2 All diesel #1 and diesel #2 fuel shall be provided at a minimum 40 cetane and maximum sulfur of .05. 23.1.4. B-5 – Winter Blend All B-5 Winter Blend fuel shall be blended 5% biodiesel, 95% petroleum diesel and/or with an anti-gel additive that shall produce a CFPP {Cold Filter Pour Point) of -10 F {minimum). 23.1.5. B-20 All B-20 fuel shall be the blend of 20% biodiesel and 80% petroleum diesel and shall conform to and meet the most current ASTM D7467 requirements. 23.1.6. Unless otherwise directed in writing, additives may be used, however Contractor is fully responsible for meeting minimum winter grade fuel requirements. The City may conduct random sample audits to verify compliance.
