The purpose of this RFQ is to purchase expert services from a contractor that will conduct meetings, interviews, and research to produce a Clackamas County Mass Care Plan. The plan will identify and describe the roles, responsibilities and expectations of county departments and partner organizations, for coordination of a mass care response in Clackamas County. This includes congregate and noncongregate sheltering, feeding, and distribution of emergency supplies. Clackamas County has realized the need for mass care planning after reflection on recent disaster responses. Particularly, COVID-19 and the 2020 Labor Day Wildfires, which both resulted in the needs for shelter, feeding, and distribution of supplies to, the public and in support of, partner organizations. The focus of this plan is the who, what, where, why and how to provide mass care in the event of a disaster. The most recent ‘Disaster Shelter Plan’ was updated in February 2016, and provides high level of operational goals, though it fails to specifically identify the details crucial to provide mass care effectively. Forms, standard operating procedures (SOPs) and other details that describe how to operationalize specific mass care needs called out in the 2016 ‘Disaster Shelter Plan’ are needed. Additionally, an examination of the accuracy of the ‘Disaster Shelter Plan’ is required.
