The contractor shall provide Missouri Nutrient Reduction Outreach Campaign (hereinafter referred to as campaign) targeting the general public including both urban and agricultural stakeholders through both in person and live virtual engagement for the Department of Natural Resources, Division of Environmental Quality, Water Protection Program (hereinafter referred to as state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. The contractor shall either provide the services directly or shall provide a person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor.
