3.2 Task 1 [Required]: Project Management Manage the scope, schedule and budget for the feasibility study, and complete the administrative needs for the project including prepare invoice and progress reports, and support IFA administration requirements (as applicable). A project point-of-contact will be described in the proposal and any changes of the POC must require the written approval of both Consultant and Tamra Mabott, Planning Director of Morrow County. 3.3 Task 2 [Required]: Coordination Meetings Consultant will coordinate and hold a minimum of 4 project meetings including, but not limited to: 1) Kickoff & Scoping meeting (Estimated at 2 hours) 2) Mid-point check-in meeting on process and scope (Estimated at 1 hour) 3) Review preliminary findings and cost-estimates (Estimated at 2-3 hours) 4) Final presentation (Estimated at 1 hour) 3.4 Task 3 [Required]: Feasibility Study Memorandum The deliverable for this project will be a technical memorandum documenting the feasibility study of the five options available to the West Glen community. 3.4.1 Complete a technical memorandum presenting the feasibility study information and prepare materials ready for use at a community meeting. Note, the Consultant is not required to participate in any community meetings but may if they wish to support community education on available options. The County is hiring a community engagement consultant to lead all community meetings related to the feasibility study. 3.4.2 In preparation for the preliminary findings meeting with the County, evaluate (using a scoring schema of your choosing) all options based on the following criteria: 1) Cost — Installation cost per household 2) Funding — Availability of eligible funding sources (i.e.: DWSRF, CWSRF, USDA RD, etc.) to offset installation costs 3) Timeline — Shorter vs longer duration to being operational 4) Pragmatism — Control over decision-making authority and potential unknowns Present to Morrow County at the preliminary findings meeting the preferred option(s) based on the evaluation criteria. Scoping Assumptions: This feasibility study does not include hydraulic modeling analysis for the sewer collection system or drinking water delivery system.
