3.2 Task 1 [Required]: Project Management Manage the scope, schedule and budget for community engagement, and complete the administrative needs for the project including preparing invoices and progress reports. A project point-of-contact will be described in the proposal and any changes of the POC must require the written approval of both Consultant and Tamra Mabott, County Planner of Morrow County. 3.3 Task 2 [Required]: Attend Coordination Meetings Consultant will attend a minimum of 4 project team meetings with Morrow County staff, the feasibility study consultant, and other partners. These meetings will likely include but are not limited to: 1) Kickoff & Scoping meeting (Estimated at 2 hours) 2) Mid-point check-in meeting on process and scope (Estimated at 1 hour) 3) Review preliminary findings and cost-estimates (Estimated at 2-3 hours) 4) Final presentation (Estimated at 1 hour) 3.4 Task 3 [Required]: Community Engagement Memorandum The deliverable for this project will be a memorandum documenting the community process and findings of engagement with the West Glen community. The memorandum should include: ● A timeline and brief description of the community engagement actions that took place throughout the project, including which pieces were completed by the consultant as well as project partners (Morrow Co. staff, feasibility study consultants, etc.); ● Findings and summaries of feedback received from community members during various phases of the project, from initial education and outreach through final concerns about the preferred alternative; and ● Recommendations for how the community should continue to be engaged during future phases of the project, including planning and implementation of the preferred alternative. 3.5 Task 4 [Required]: Lead and Facilitate Community Listening Sessions/ Workshops Consultant will need to facilitate both in-person and virtual community meetings at three key phases of the project: 3.5.1 Project Kickoff. The initial meeting will explain to community members the purpose and scope of the feasibility study, as well as clearly communicate A) how community input will be gathered during the study, and B) how that input will be used to inform the selection of a preferred alternative and future phases of the project. It is especially important that the community have clear expectations about how much their input can influence different phases of the project. 3.5.2 Initial Findings Review. After the initial feasibility study is completed, the community should receive a presentation of the preliminary findings. This may be done in coordination with the feasibility study consultant. 3.5.3 Preferred Alternative Concerns. Once a preferred alternative is identified, the community will be able to share their specific concerns about how that alternative will impact the community. Consultant will walk them through a participatory process to gather those concerns, solicit ideas for how those concerns can be alleviated in future phases of the project, and map out how the community would like to continue to be engaged during future phases of the project. Consultant should find ways to gather meaningful input with particular concern to accessibility, both by offering virtual and in-person options, as well as providing opportunities for input in multiple languages (English and Spanish).
