Maricopa County Department of Public Health’s (MCDPH) South Phoenix Healthy Start (SPHS) Program is soliciting proposals from qualified vendors for an online platform to administer a rewards program that can deliver digital incentives and other types of merchandise through an online “marketplace.” It is our desire that rewards can be delivered both digitally and via U.S. mail to qualified participants. This automated platform will be used as a Learn to Earn incentive program for South Phoenix Healthy Start program participants. Incentives must be customizable to includes gift cards, baby items/supplies, baby/child books, or other related items. The platform should support and target personalization through advanced segmentation capabilities allowing for tailored incentives based on participant demographics, behaviors, and performance. It should integrate with various existing data sources to seamlessly provide users with a quality experience. The platform should also be capable of quick routine adjustments and A/B testing to optimize engagement and outcomes. In addition, it should offer comprehensive analytics and reporting tools to evaluate the effectiveness of the program as well as include a continuous improvement component.
