Pursuant to its authority under M.G.L. c. 6D and continuous work to analyze and understand the Massachusetts health care market, the HPC seeks data on mergers and acquisitions to help identify private equity involvement in health care transactions to advance the HPC’s research efforts, including but not limited to the agency’s statutory market oversight responsibility (e.g., review of proposed material changes in the Massachusetts health care market) and annual cost trends report work. Given public interest in understanding private equity investments in the Massachusetts health care market, the HPC seeks to further identify private equity-related transactions and understand their impact on health care spending, quality, and access. The HPC is seeking two (2) years of full access to PitchBook Platform. The database comprehensively tracks mergers and acquisitions, companies, and funds, including a strong focus on the private equity industry, and information for research and analysis that is not publicly available. The HPC intends to pay $54,000 to PitchBook for access to this proprietary database. The HPC also may renew access to the PitchBook database in future years on similar terms. The HPC is posting this Notice rather than conducting a full procurement because the HPC believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair, and competitive.
